Use the Contacts tab to create new resources (contacts who work on projects). If you have not already done so and you want to use a separate contact record type for PSA, you must first create the Resource record type on the contact object and create a page layout for it.
From Setup, click Customize | Contacts | Page Layouts.
Click Edit next to the Contact Layout.
Add a section to the page layout named Resource Detail with these fields (drag fields from the Page Layout Editor to the page layout):

Allow Timecards Without Assignment
Default Cost Rate
Default Cost Rate is Daily Rate
External Resource

Is Resource Active
Exclude from Time Calculations
Exclude from Missing Timecards
Exclude from Resource Planner.
Start Date
End Date
Add a section to the page layout named Utilization and add the Utilization Target field.
On the Page Layout Editor, click the drop-down arrow on the Save button and select Save As....
Enter Resource in the Page Layout Name field.
Click Save.
From Setup, click Customize | Contacts | Record Types.
Click New.
Enter Resource in the Record Type Label field.
Select the Active checkbox.
In the Enable for Profile column, select the checkboxes of the profiles that you want to enable the Resource record type for.
In the Make Default column select the checkboxes of the profiles that you want to make the Resource record type their default record type.
